Few towns know storm country like Moore, Oklahoma. On May 3, 1999, a violent F5 tore through Bridge Creek and into Moore, and a Doppler-on-Wheels radar clocked winds near 318 mph inside it, the highest wind speed ever measured in a tornado. Then on May 20, 2013, an EF5 carved straight through town again, killing 24 people, including seven children at Plaza Towers Elementary. After being hit again and again, Moore decided to build differently. In 2014, the city adopted some of the strongest residential building codes in the nation, requiring new homes to withstand 135 mph winds instead of the usual 90 mph standard. That meant hurricane clips, anchor bolts tying the frame to the foundation, and sturdier garage doors. You can't out-argue an EF5, but Moore proved a town can learn from the wind and rebuild tougher each time.

Right here in Moore, Oklahoma, on May 20, 2013, an EF5 tornado with peak winds estimated just over 200 mph carved a path that killed 24 people. And it left that haunting checkerboard: one house gone to the slab, the next still standing. Why? Part of it is the storm itself. Big tornadoes hide smaller spinning columns inside them, called suction vortices. They are only yards wide, last under a minute, and can add over 100 mph to the wind. They orbit, they wander, so one yard gets a direct hit and the next gets grazed. The rest is construction. Damage surveyors here found homes simply nailed to their foundations, and anchor bolts missing their nuts and washers. Stronger anchoring, better roof straps, and plain luck of terrain and debris decide the rest. Same storm. Different fate.

Here is something strange about tornado ratings out here in storm country. When you hear a twister was an EF3 or an EF4, almost nobody measured those winds directly. A tornado will shred the very instruments that try to clock it. So forecasters read the wreckage instead. The Enhanced Fujita Scale became operational on February 1, 2007, replacing the older Fujita Scale that Dr. Ted Fujita introduced back in 1971. It runs EF0 to EF5, and the rating comes from 28 damage indicators: homes, barns, trees, power poles, big-box stores, each with known breaking points. Survey crews walk the path, note what snapped and what held, and work backward to an estimated three-second wind gust. EF0 starts near 65 miles an hour. EF5 means winds over 200, the kind that scours a house clean off its slab.
